The campaign budget an advertiser set acts as a cap for what the advertiser will pay up to, but by no means will their entire budget always be used. Native Ads will only charge for actual clicks, not impressions, so don’t be too concerned if there are large volumes of impressions sent on a small budget.
Advertisers set up their own budget and cost-per-click (CPC). When a reader clicks on an ad, that’s when the advertiser will be charged the set CPC and their click counted towards your reporting and tracking metric.
